City of Austin Municipal Civil Service Rules

Over the course of three years, AFSCME representatives worked tirelessly to secure Civil Service protections for City of Austin employees. On June 26, 2014, Austin City Council voted unanimously to pass the Municipal Civil Service Rules. Just Cause protections went into effect on July 7, 2014.  The Municipal Civil Service Commission started hearing grievances on terminations, demotions and other actions at this time. City of Austin municipal employees now have property rights to their job and can only be discharged for just cause! The MCS Rules also regulate hiring, promotions, lateral transfers, reduction-in-force and other disciplinary actions. 

MCS procedures

The Municipal Civil Service Commission has strict deadlines to file appeals. All appeals must be submitted using MCS forms. If you are an active Local 1624 member, please call our office prior to filling out or submitting MCS forms.
